90 Day Expiration Limit Stymies Digital TV Converter Program

The expiration date was instated as a guard against fraud but it's causing problems for legitimate coupon holders who may well think they have plenty of time/until February to take care of business. Also, the geniuses running this program don't seem to have enough postage to mail out the coupons. You're doing a heck of a job Brownie.
Feds: We Lack Stamps For Digital TV Converters: "McGuire-Rivera told the subcommittee that only 42 percent of the converter coupons are being redeemed by consumers before they expire; each coupon has a 90-day expiration and consumers now can not apply for a new one if the first one expires."
